Hundreds of workers and thousands of volunteers working to search, rescue and clean up. But who is giving orders?

A group of migrant workers allegedly looted properties in a washed-out part of Tennessee following the fury of Hurricane Helene on Saturday, according to a local sheriff’s office. The eight men were captured by authorities in Washington County where devastating flooding wiped away homes and led to water rescues.

At least five people have died in East Tennessee in the devastating Hurricane Helene floods. The number is expected to rise. Two deaths were confirmed Sept. 29 in Unicoi County and Johnson County, and Tennessee Emergency Management Agency officials said Sept. 30 their total has risen to three.
